Spain's focus tree is something like 6 different major paths, as you can choose to go fascist, monarchist, nationalist (historic), democratic, anarchist (a bit ridiculous but also unlikely for the AI to get off the ground), or communist* (overlapping either with the democratic tree for Stalinists or the anarchist tree for anti-Stalinists). LAR is also pretty good for the spy system, and adds the Spanish focus tree (along with France and Portugal, which technically hits your problem on the head with the whole "Kingdom of Porto-Brazil" option). Features added in these that are pretty big are the international market ( AAT) and the tank designer ( NSB), and while your opinion may vary I'm pretty happy with both of these. NSB does overpower the Baltic states, but given how terribly-weak they are by default it isn't anything crazy just set them to historical so they die as expected, and make sure Poland doesn't go monarchist (several routes are definitely overpowered here, even if they're at least somewhat reasonable). So far, I'm generally happiest with NSB and AAT. In no order: Arms Against Tyranny (great but no sale), Man the Guns (okay but mixed value), By Blood Alone (okay but more expensive) Together for Victory (mostly just for the puppet features and Canada cheaper but not as good) no overpowered nonsense.No Step Back (more expensive but best features, other than AAT which isn't on sale) does add overpowered nonsense to Poland and the Baltics.La RĂ©sistance (cheaper than the other good ones, adds an important feature) does add some overpowered nonsense to monarchist Portugal.I will warn you in advance: some of the best DLC still end up offering random minor powers like Estonia irrational superpowers, so I'm not sure if there are any DLC that completely avoid adding strange nonsense into the game while still being generally good (the earlier DLC are more restrained, but are also more dull).
